Download Healthcare Across Eu Borders books, The House of Lords EU Committee welcomes the proposal from the European Commission for a Directive on patients' rights to cross-border healthcare, but calls for improvements and warns that, due to the unpredictable impact of the provisions in the Directive, it must be carefully monitored upon implementation. The Committee agree with the Commission that, as the right of EU citizens to travel to another Member State to receive healthcare has been confirmed by the European Court of Justice over the last ten years, it is essential to put in place a legal framework to replace the current ad hoc arrangements. The report recommends that a patient's own healthcare provider should pay any fees directly to the provider in the other Member State, and suggests that this could be linked with the process of securing authorisation prior to travel, which the Committee considers necessary both in order to protect the financial resources of health systems and to enable patients to make informed decisions about their treatment. The report also calls on Member States to ensure that patients are aware of their rights under the Directive and are informed about the quality of care that they can expect, any potential language barriers, and how to make a complaint should that be necessary. Member States should finance information for its own citizens about healthcare abroad and should draw up a description of its own health system to guide other Member States. Acknowledging that it may fall to medical practitioners, such as GPs and dentists, to provide the information to patients, the Committee argue that the Directive should avoid the imposition of any administrative burden on healthcare professionals.

We concluded that although EU actions in cross-border healthcare enhance Member States’ collaboration, the benefits for patients were limited. We found that despite the progress made on providing EU citizens with information on cross-border healthcare, in some areas this information remains difficult to access. We identified weaknesses in the Commission’s strategic planning and project management. We make recommendations focusing on the Commission’s support for national contact points, the deployment of cross-border exchanges of health data, and EU’s actions in the field of rare diseases.

Download The Provision Of Cross Border Health Services For Wales books, Given the divergence in health policy between England and Wales, and the significant number of patients who cross the border for treatment, the Welsh Affairs Committee examined the interface between the two systems and the effectiveness of co-ordination between the Department for Health and the Welsh Assembly Government. It wanted to discover whether cross-border patients are treated fairly and whether the Welsh Assembly Government and the Department of Health consider the border in the development of the diverging policy environment. The Committee was aware of significant confusion amongst patients, for example in knowing what they are entitled to receive from their health service and that cross-border providers were being disadvantaged by the need to cope with two separate funding and commissioning schemes. The Committee's interim report on this topic (HC 870, session 2007-08, ISBN 9780215521682) concluded that four key criteria should be established in cross-border health policy: clinical excellence as close to home as possible; border-proofing of policy and practice; cross-border citizen engagement; and transparent and accountable co-operation between localities, regions and governments. This report returns to these key criteria. The Committee is very disappointed that a protocol on cross-border health services has not been agreed, further evidence of a clear lack of co-ordination between the UK and Welsh Assembly governments and which leaves clinicians and administrators in a strained position and risks adversely affecting patients as a result of cross-border commissioning and funding problems. Better information for patients must be provided. The Committee finds the Department of Health's delay in responding to its interim report until some 6 months after publication to be unacceptable.

Download Study On Cross Border Health Services books, This study seeks to identify the different requirements placed on healthcare providers wishing to either establish themselves in another European Member State (MS), or provide cross-border services in one MS whilst being established in another. The focus of the study was on cross-border General Practitioners (GPs) (including provision of online consultations and ePrescriptions), physiotherapists, medical laboratories, and hospitals setting up subsidiaries across borders. The study concludes that the requirements that only apply to cross-border providers (in this study referred to as “additional requirements”) mainly concern requirements relating to individual medical professionals:  Recognition of qualifications (GPs, physiotherapists and professionals running a medical laboratory).  Language requirements (GPs, physiotherapists and professionals running a medical laboratory).  Additional requirements upon registration with regulatory bodies (e.g. additional supporting documents and certified translations). Requirements relating to the place of work and public funding coverage typically apply equally to all providers. For example, legislation on setting up subsidiary hospitals hardly ever distinguishes between national or crossborder providers. Cross-border healthcare providers may face obstacles, partially because of the additional requirements, when they want to provide cross-border services. The three main obstacles identified are:  Language requirements.  High costs associated with providing the required supporting documents – and particularly the certified translations of these documents – in the processes related to recognition of qualifications and/or registration with a regulatory body.  Unfamiliarity with the specifics of the healthcare system in a MS. Cross-border providers may experience more practical obstacles in finding the relevant information and navigating through the system compared to national providers. This potential obstacle is likely to be even bigger in MSs with a decentralised healthcare system.
